The Arbiter, whose real name is unknown, is a main character of the series. He is a protagonist in the Halo series.
Appearance[]
The Arbiter looks like a smaller version of Ridley, minus the tail, with dark armor on his upper jaw and along his back.
Story[]
The Arbiter was a Commander in the Covenant army whose failure to protect Installation 04, Alpha Halo, led to him losing his rank and nearly being executed. He was spared by the High Prophets, who grant him the holy rank of Arbiter. He betrays the Covenant after he learns they are trying to kill him. He rescues Oveur from the Covenant and they escape on a Banshee. After Master Chief's seeming death, he leaves for his homeworld, but returns with Master Chief and many other heroes to help fight the Future Writer.
